Government agencies carry pressures commercial buyers rarely face all at once: financial and operational systems near end of life, evolving compliance standards, lean teams, fixed appropriations, and a public record that makes every project visible. Replacing a core system in that setting carries real risk, and most of that risk traces back to the partner. Program outcomes on the public record

Two of the relief programs that ran on the platform we built for the City of Philadelphia and PIDC are documented in the City’s own published reports. The outcomes belong to the City, PIDC, and their partners; our role was the system that carried every application from intake through review, scoring, decision, and disbursement:

COVID-19 Small Business Relief Fund(opens in a new tab)

One of the first local relief funds in the nation. Applications opened March 23, 2020, one week after the City restricted non-essential business activity. The Fund received 7,232 applications requesting more than $146 million; every application was individually reviewed and scored. $13.3 million in grants and zero-interest loans was awarded to 2,083 small businesses, with first funds disbursed April 10 and more than 90% of funds disbursed by the end of May.

Three ways we modernize government operations

ERP modernization

Watkyn helps agencies plan and execute ERP modernization, especially where legacy financial and operational systems (Microsoft Dynamics GP and Great Plains, aging on-premise platforms) must be replaced without losing institutional knowledge, historical data, or reporting continuity. We are building our Acumatica practice for agencies evaluating cloud ERP, and we bring proven government delivery, disciplined data migration, structured documentation, and cloud architecture to that work, with fund accounting, grants, procurement, approvals, and reporting configured for how public agencies operate. Custom software development

When no off-the-shelf product fits the mandate, we build the application (case management, program operations, compliance reporting, customer engagement) to public-sector standards for documentation, security, and change control. Quickbase and low-code

Some agencies already run Quickbase or other low-code systems that need extension, documentation, maintenance, or rescue. We build, extend, and maintain these applications under clearly defined scopes, applying the same documentation and continuity discipline as our larger engagements. We respond to formal solicitations and deliver against the contracts that follow, working through the channels and on the terms each solicitation defines. We’re familiar with structured bid responses, evaluation criteria, and the reporting obligations that begin at award.

Documentation and change control

Every engagement produces the requirements specifications, status reports, change logs, and deliverable records public contracts require, accumulated as the work proceeds so the people who inherit the system can run it. This is the discipline detailed on our Methodology page.

Stability and longevity

Watkyn has operated since 2015 with a documented methodology and a team structured so no project depends on one person. Several government relationships have run for years (the longest ran past six) because the systems are in daily operational use, from a territory’s Medicaid program to a city’s economic-development platform, and the agencies keep renewing.

We understand the scrutiny public agencies operate under, and our processes are designed to withstand it.

Public work is visible work. Decisions get reviewed, audited, and inherited by people who weren’t in the room when they were made. So we document as we go, validate every migration against real data before anyone relies on the new system, and build each application so the staff who come after us can understand and run it. And we hold ourselves to a strict definition of delivered: the work is done when your staff are trained, the system is in daily use, and the agency agrees it does the job.

Yes. Responding to solicitations and delivering against the resulting contracts is core to how we work. Send us the solicitation and we’ll give you a clear read on fit before you invest time evaluating us.

Can Watkyn support our procurement or evaluation process before award?

We engage only through the official channels and on the terms each solicitation defines. Within those rules we can submit written responses to clarification questions, address evaluation criteria, and identify risks. We respect any communication restrictions or quiet periods a procurement imposes.

Can you provide references?

Yes, where permitted and appropriate to the project type, after confirming the client’s availability and clearance to serve as a reference.

Which legacy systems do you migrate from?

We have migration experience with Microsoft Dynamics GP and Great Plains, custom databases, and legacy government applications. Data is inventoried in discovery, staged during development, then validated through a parallel run before cutover. See our Methodology page.

How do you handle data migration on a public-sector project?

Carefully and verifiably. The Colorado OADC consolidation includes migrating more than 300,000 documents into a unified cloud platform with role-based access. Migrations are reconciled against the source system on real data before go-live, so the result can be audited.

Can you work with our existing Quickbase or low-code environment?

Yes. We build, extend, maintain, and rescue Quickbase and other low-code applications for public-sector and institutional clients. The work is clearly scoped before it begins, with the same documentation standards as our larger contracts. See Quickbase App Rescue.

How quickly can you stand up a high-volume intake or program system?

Fast enough for an emergency, without giving up auditable review. The clearest documented case: Philadelphia opened applications for one of the nation’s first local COVID-19 relief funds on March 23, 2020, one week after the City restricted non-essential business activity, on a platform we built and supported. Per the City’s published findings, that system carried 7,232 applications through individual review, scoring, and decision, with first funds disbursed within three weeks of launch. Timelines depend on scope, but urgency and discipline are not mutually exclusive.

What security and compliance standards do you follow?

We build on AWS with role-based access control, design data protection in during architecture, and support sector-specific reporting obligations. Full detail is on our Security & Compliance page.

What documentation will our agency receive?

A typical engagement leaves you with a requirements specification, system architecture, data model and dictionary, migration and integration plans, a security and access-control design, test and UAT records, training materials, user and administrator guides, a go-live checklist, and a support plan, plus change logs and status reports throughout.

How do you make sure staff actually adopt the new system?

We treat adoption as the test of delivery, and it starts during development, not after: on our Colorado OADC contract, agency staff worked with real demos every week of the build, so the system arrived already familiar. Training, train-the-trainer sessions, and full documentation are built into deployment, and we don’t consider a system delivered until the people who depend on it are trained, using it every day, and agree it does the job. Our longest government relationships run on that standard: a territorial Medicaid program in daily operational use since 2021, and a municipal economic-development platform supported continuously from 2020 through 2026.
